Just under three in five Dublin companies say they are being affected by traffic congestion.
Up to 57% of respondents to Dublin Chamber of Commerce also say the indirect cost of congestion has increased.
A number of companies say they have had to become more flexible with employees in terms of starting times, while others allow people to work remotely.
One company said it had moved from the city centre to outside the M50 while another said it had moved to a business park in the suburbs which has reduced staff commuting times by an hour a day.
